It says that certain lands and related rights are not covered by section 1311. This includes land the United States really owns or lawfully holds — land it bought, was given, kept when a state joined the Union (except wide claims to land under nearby seas), took for public use, filled or reclaimed for its own use, or presently occupies, plus any additions, resources, or buildings on those lands. It also covers land under navigable waters held by the U.S. for tribes or individual Native Americans, and any structures the U.S. built while using its power over navigation.
