The Secretary must build, run, and keep up the Central Arizona Project to bring irrigation and city water to dry parts of Arizona and western New Mexico and to help with flood control, fish and wildlife, and recreation. The main parts include a system of canals and pumping plants (including the Hayden‑Rhodes Aqueduct) to move water from Lake Havasu toward Orme Dam, with capacity up to 3,000 cubic feet per second. Any capacity above 2,500 cubic feet per second can carry Colorado River water only when Lake Powell is full, or when releases are made to keep Lake Powell below elevation 3,700 feet, or as allowed under section 1552(a)(3). Costs for extra capacity over 2,500 must be paid back by funds available to Arizona under section 1543(f) or by non‑development fund money. The project also includes Orme, Buttes (operated to protect Gila River rights from the June 29, 1935 decree), Hooker (built to comply with subsection (f) of section 1524), Charleston, Tucson and Fannin‑McFarland aqueducts and pumping plants, plus related canals, powerplants, transmission lines, water distribution, drainage, and other needed works. If the Secretary finds that not enough main‑stream Colorado River water is available in a year to meet total annual use of 7,500,000 acre‑feet for Arizona, California, and Nevada, then diversions for the Central Arizona Project must be limited so enough water remains to provide a total of 4,400,000 acre‑feet for holders of present perfected rights, users in California under existing contracts, and federal reservations, and to protect similar users in Arizona and Nevada. Nevada users cannot be forced to take bigger shortages than they would have without this rule. These limits do not change the priority order of users senior to the Central Arizona Project or amend the court decree. The limits also do not apply while the Secretary announces that measures are working which add enough water to the Colorado River system to allow the full 7,500,000 acre‑foot annual use.
