Allows Congress to provide $832,180,000 (plus or minus normal cost changes based on engineering indexes) to build the Central Arizona Project, including advance payment for power generation and transmission but not the distribution and drainage for non-Indian lands, and also funds needed to operate and maintain the project. Also allows $100,000,000 (plus or minus normal cost changes measured from September 30, 1968) for distribution and drainage for non-Indian lands. The Secretary must arrange for non-Federal partners to pay at least 20% of those construction costs. Money and revenues for those facilities must not be placed in the Lower Colorado River Basin Development Fund, and that fund will not be used to repay any part of those facility costs to the Treasury general fund.
