The Secretary of the Interior may open public lands that were held for possible reclamation to mining claims, entry, and patent under the general mining laws if the land seems valuable for minerals and opening it will not harm the United States’ rights. He can reserve access, rights, or easements on those lands, including the right to take materials for building irrigation works. The Secretary can require anyone who locates or enters the land to sign a recorded contract first to protect irrigation interests. Those reservations and contracts can benefit the United States or nearby irrigation groups working with the United States. Notices are filed with the Bureau of Land Management and local land offices, and the Secretary may set rules to enforce these rules.
