Congress allows up to $356,400,000 to be spent to build the projects and meet the goals named elsewhere in the law. Of that, $3,579,000 is for fish and wildlife mitigation tied to replacing the Coachella Canal in California, and $6,960,000 is for mitigation tied to the Desalting Complex Unit and the Protective and Regulatory Pumping Unit in Arizona. These amounts use January 1979 prices and can be adjusted for normal changes in construction costs. Money is also allowed to operate, maintain, and make specified changes to the works. The Secretary must check for cheaper, better desalting technology found since the earlier review and put cost-saving improvements into use. No more than five percent of the authorized funds can be spent on these evaluations and improvements. Additional funds may be provided as needed to pay condemnation awards above appraised values and to cover costs required by the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (42 U.S.C. 4601 et seq.).
