The Secretary of the Interior must carry out the Colorado River salinity control plan set out in the “Conclusions and Recommendations” from the Reconvened Seventh Session conference on Colorado River pollution held in Denver on April 26–27, 1972, which the EPA approved on June 9, 1972. The Secretary must also speed up the study, planning, and work on the salinity control program generally as described in chapter VI of the Secretary’s report titled “Colorado River Water Quality Improvement Program, February 1972.” When picking new project units authorized by section 1592, the Secretary or the Secretary of Agriculture must favor those that lower salinity at the lowest cost per unit of reduction. The Secretary, the EPA Administrator, and the Secretary of Agriculture must work together and coordinate their actions, consistent with the approved plan and the EPA’s legal authority.
