The Secretary can make contracts for aircraft, supplies, and services for the Bureau’s airborne land-survey and resource-protection work even before Congress approves the money. Those contracts may be renewed once a year, no more than twice, without new competition, and they must obligate funds for the fiscal years when the costs are actually incurred. Each contract must say that any U.S. commitment for later fiscal years depends on Congress approving the needed appropriation, and no payment for those later years can be made until that appropriation is available to spend.
