Department of the Interior officers and employees who work under this chapter or the Outer Continental Shelf Lands Act and who have a known financial interest in anyone applying for, getting, or covered by those laws must file written statements that disclose those interests. The Secretary of the Interior must, within ninety days after September 18, 1978, define "known financial interest" and set up rules to require, collect, monitor, and review those statements. The Secretary must report to Congress on June 1 each year about the disclosures and actions taken the year before. The Secretary may exempt certain nonregulatory or nonpolicymaking jobs. Knowingly breaking these rules can lead to a fine of up to $2,500, up to one year in jail, or both.
