An extra $15,000,000 per year was authorized for fiscal years 1980 through 1982. For 1983 through 1986 the yearly amount must be at least the 1982 level. For 1987 through 1999 the yearly amount must be at least $5,000,000 more than the 1986 level. These funds are on top of other range, wildlife, and soil-and-water money from other laws. Any authorized money not spent in a year can be used in later years. At least 80% of the money must go to on-the-ground range work, maintenance, and building improvements (including project layout, design, and supervision). No more than 15% may pay to hire and train staff to supervise and enforce land-use and allotment plans. The Secretary must consult grazing advisory boards, advisory councils, range users, and others when deciding how to distribute the money and should favor cooperative agreements with range users when practical and cost-effective. Before spending funds on a project, the Secretary must prepare an environmental assessment and only proceed without a full environmental impact statement if one is not required under NEPA.
