Interior Secretary must buy and cancel unsatisfied military bounty-land warrants issued under laws repealed by section 1 at $1.25 per acre. The Secretary mails a registered offer to the recorded holder and pays only on surrender. If the holder does not surrender within one year, the warrant cannot later be recorded, used to claim land, or paid. If transferred, the new holder has the longer of the remaining year or six months to surrender and be paid.
