Title 43 › Chapter CHAPTER 38— - CRUDE OIL TRANSPORTATION SYSTEMS › § 2001
Give the executive branch clear responsibility to coordinate and speed up environmental reviews and permit decisions so west-to-east crude oil delivery systems can move forward faster. Congress says parts of the United States may soon face a serious crude oil shortage while the West Coast could have a large surplus. Losing Canadian crude could cause severe shortages in northern states. Until new delivery systems exist, extra Alaskan oil will be shipped through the Panama Canal at high cost. National security and regional supply needs may require west-to-east pipelines consistent with the Trans‑Alaska Pipeline Authorization Act (section 410, approved November 16, 1973), and fast federal and state decisions are an urgent priority.
