Title 43 › Chapter CHAPTER 39— - ABANDONED SHIPWRECKS › § 2104
The Secretary of the Interior, through the Director of the National Park Service, must prepare and publish guidelines in the Federal Register within nine months after April 28, 1988. The guidelines must aim to protect and improve cultural resources, build partnerships among users (like sport divers, fishermen, archaeologists, and salvors), make wreck sites usable for recreation, and recognize the interests of people who find or salvage shipwrecks. Those guidelines must be developed after talking with public and private groups, including the Secretary of Commerce, the Advisory Council on Historic Preservation, State Historic Preservation Officers, sport divers, dive operators, salvors, archaeologists, preservationists, and fishermen. The guidelines must be available to help States and federal agencies make laws and rules to carry out their duties under this chapter.
