Summary

The Secretary can carry out construction, management, and conservation work to reduce harm from drought. This must follow existing contracts and state and federal law, and does not need extra permission. Any building work must be temporary to lower drought losses, but wells put in to help with drought can be permanent. The Secretary can help willing buyers get water from willing sellers without giving money. The Secretary can also buy water from willing sellers, including water a Reclamation contractor saves. Bought water is provided under temporary contracts, except water held for wildlife habitat. Any contract must repay the Secretary’s costs, including interest if needed. The Secretary may join state water banks.
