The Secretary can study ways to save water, increase water supplies, and use water more efficiently for Federal Reclamation projects and Indian water resources so those systems are better prepared for and can respond to drought. The Secretary can also give technical help to states and to local and tribal governments to plan, build, and run desalination projects, including help to check if those projects are technically and economically practical.
