Secretary of the Interior may create rules to enforce this law. The Secretary can consult the Oregon State Board of Forestry, nearby timber owners, and others when making forest-practice rules. For fire protection, the Secretary can work with federal, state, and county fire agencies and make agreements. Fire rules must match Oregon practices if they fit U.S. interests.
