Starting with the fiscal year after May 24, 1939, the Secretary of the Treasury must pay up to 75% of the money taken in any year from the Coos Bay Wagon Road grant lands and kept in the special fund created by the Act of February 26, 1919. The Secretary of the Interior must first certify the amount. Payments go to the treasurers of Coos and Douglas Counties. Each county gets its share based on the assessed value of the U.S. grant lands in that county compared to the total value in both counties. The money must be used for the purposes named in the 1919 Act. Until Douglas County repays certain charges to the general fund, Douglas gets only 50% of its normal share. Before any payment, an appraisal of the land and timber must be done within six months after May 24, 1939. The appraisal team must include a representative of the Secretary of the Interior, one representative for the two counties, and a third person accepted by the Secretary and the counties who is not a U.S. employee and does not live in or own property in Coos or Douglas County. After appraisal, the land and timber are assessed like similar private properties in the counties, and the payments are calculated using the same tax rates that apply to those private properties.
