If in a year the counties can't be paid in full from 75% of the receipts, the Secretary of the Treasury may, after the Secretary of the Interior certifies it, use surplus from the prior year's 75% to make the payments. Over any ten-year period starting July 1, 1940, total payments cannot exceed 75% of the receipts in the Coos Bay Wagon Road grant fund, and any unused part at the end of each ten-year period must be transferred to the Treasury's general fund.
