Within two years after June 24, 1954, the Secretaries of the Interior and Agriculture must swap control of revested O&C Railroad grant lands that lie within two miles of a national forest for national-forest lands of equal value when the swap makes management easier. Swaps must respect existing contracts, permits, and rights and should match area in each county unless the county agrees. Lands given to Interior stop being national forest; lands given to Agriculture become national forest. Each swap must be signed by the Secretaries and published in the Federal Register.
