Defines key words used in the chapter. Covered land is federal land the Secretary manages that is not barred by a land use plan or other federal law from geothermal, solar, or wind development. Federal land means public land under the Federal Land Policy and Management Act or land in the National Forest System. Land use plan means the management plan for public lands under FLPMA or the approved/changed plan for National Forests under the law that governs them. Eligible project is any project on covered land that uses wind, solar, or geothermal energy to produce power. Secretary means the Secretary of the Interior.
