Title 43 › Chapter CHAPTER 48— - RENEWABLE ENERGY PRODUCTION ON FEDERAL LAND › § 3006
Requires the Secretary to meet specific oil and gas leasing tests before allowing wind or solar projects on federal land or issuing offshore wind leases for 10 years starting August 16, 2022. Federal land means public lands. An offshore lease sale is an Outer Continental Shelf oil and gas sale that issues a lease when bids are accepted. An onshore lease sale is a quarterly onshore oil and gas sale under 30 U.S.C. 226 that issues a lease when bids are accepted. For onshore wind or solar rights-of-way, the Secretary cannot issue one unless an onshore lease sale was held within the prior 120 days and the total acres offered in onshore lease sales during the prior year is at least the lesser of 2,000,000 acres or 50 percent of the acreage with expressions of interest. For offshore wind leases, the Secretary cannot issue one unless an offshore lease sale was held within the prior year and the total acres offered in offshore lease sales during that year is at least 60,000,000 acres. Except as described above, this does not change other laws.
