When Congress authorizes it, 33⅓% of grazing fees collected each fiscal year from grazing districts on Indian lands ceded for public‑land disposal must be paid at year‑end by the Treasury to the state where the lands are. The state must use that money for local public schools and county roads. The remaining 66⅔% is held for the Indians until final disposition under the relevant laws, treaties, or agreements. Public‑land laws still apply to those ceded lands. Applications for nonmineral title (ownership not including minerals) are allowed only if the Secretary of the Interior finds the land suitable for disposal and that disposal won’t harm the public interest. No one may occupy the land until 90 days after an application is approved.
