Each grazing district must have an advisory board of local stockmen to help the Secretary of the Interior. Boards have 5 to 12 members, and the Secretary may also appoint one wildlife representative. Range users elect nominees under rules the Secretary sets. Nominees take office only after the Secretary appoints them and they take an oath. The Secretary can remove a member after notice if removal would help the service. Boards must meet at least once a year at a time set by the Secretary or a delegated officer. They must recommend on every grazing permit in their district, but a member cannot take part in any matter where they have a direct or indirect interest. Boards also advise on rules, district boundaries, seasons of use, carrying capacity, and other local grazing matters. The Secretary should get the board’s advice before issuing rules unless there is an emergency.
