Starting in fiscal year 2003, the Secretary of the Interior, through the Bureau of Reclamation commissioner, can give grants and make cooperative agreements to Indian tribes, colleges, and Indian organizations to help develop, manage, and protect water resources under sections 6301 to 6308 of title 31. These grants do not change or limit the Indian Self-Determination Act (25 U.S.C. 5321 et seq.).
