The Secretary may allow sand, gravel, other minerals, and building materials to be taken from lands set aside and managed for federal reclamation projects. This may happen with or without competitive bidding. If a public agency uses the material to build public roads or streets inside the project or right next to it, the removal can be allowed without charge. The Secretary may also grant leases or licenses for up to 50 years and give easements or rights-of-way for any length of time. If a water users’ organization is under a repayment contract for the project, easements or rights-of-way longer than 25 years need written approval from that organization’s governing board. All permissions must not conflict with the purpose of the lands and must include terms that protect the United States and the project.
