Allows the Secretary to work with the Metropolitan Water District of Southern California and the Main San Gabriel Water Quality Authority (or a successor) to help design, plan, and build a facility to improve San Gabriel groundwater quality and use the basin to store water. This does not stop the United States from using other federal laws to carry out cleanup actions or recover costs for work done. The Secretary will pay no more than 25 percent of the project’s total cost and will not fund the project’s operation or maintenance.
