The Secretary, working with the City of Oceanside, can help plan, design, and build a 3,000,000‑gallon‑per‑day expansion of the Mission Basin brackish groundwater desalting demonstration project in Oceanside, California. The federal government may pay no more than 25% of the project's total cost. The Secretary cannot pay for the project's operation or upkeep.
