The Secretary may work with the Water Replenishment District of Southern California, the Orange County Water District, and other local agencies to help design, plan, and build projects that treat about 10,000 acre-feet per year of wastewater from Los Angeles County sanitation districts through the city of Long Beach. The federal government will pay at most 25 percent of a project’s cost and will not pay for the project’s operation or maintenance.
