The Secretary may work with the Irvine Ranch Water District in California to help design, plan, and build projects in the San Diego Creek Watershed to naturally clean polluted surface water, reclaim and reuse polluted groundwater, and dispose of salty waste (brine). The federal government will pay no more than 25 percent of each project's total cost. The federal government cannot provide money for running or maintaining those projects.
