The Secretary may help design, plan, and build three water projects in Hawaii with local agencies: a Kalaeloa desalination system with the Honolulu Board of Water Supply to make seawater safe to drink; recycled-water treatment and distribution facilities in Kealakehe with the County of Hawaii for environmental uses; and design, construction, and land purchase in Lahaina with Maui’s wastewater division to supply recycled water for non‑potable uses. The federal government can pay up to 25 percent of each project’s cost. Federal funds cannot be used for a project’s operation and maintenance. Congress is allowed to appropriate whatever money is needed to carry out these projects.
