Allows the Treasury Secretary, at the Interior Secretary's request, to transfer up to $20,000,000 into the Reclamation Fund to finish projects that began before June 25, 1910. The sums count as appropriated on June 25, 1910 and may pay for extensions or water-rights protection if the President approves. Money may be used as needed to pay work under existing law and repaid to Treasury from the Fund. No funds for projects existing on that date until Army engineers report and the President approves; none for projects begun after that date.
