It says the changes made in sections 1 through 40 of the Act of May 25, 1926 are part of carrying out the reclamation law and are final rulings on the projects and divisions named, under the authority of section 466 of this title. After May 25, 1926, those changes must not be used to force repayment to the reclamation fund from the Treasury’s general fund or to take any U.S. revenue that on May 25, 1926 was not legally required to go into the reclamation fund.
