If an entryman with an unpatented farm unit on a federal irrigation project applies on time and the Secretary finds the unit too small to support a family, the Secretary may, on terms the Secretary approves, combine all or part of that unit with other lands open to entry or purchase to form a new farm unit no larger than 320 acres and with at most 160 irrigable acres. If the applicant accepts the amended unit, that counts as an exchange. When giving these benefits to a resident owner under section 451a, the Secretary may waive all or part of clause (iii) of subsection (b) of section 451a.
