After August 13, 1914, construction charges already set by public notice cannot be raised unless the Secretary of the Interior and a majority of the affected water-right applicants and entrymen agree. If they agree, the increase applies to all affected applicants and entrymen. The increase is added to the unpaid construction charge and spread over the remaining installments, or, if the Secretary agrees, paid as extra annual installments no smaller than the largest prior installment, due each December 1 after the year the original final installment was due. These increased charges follow the same conditions, penalties, and legal actions as in sections 478, 480, and 481.
