The Secretary can require contracts to set up to two payment dates each year. Those dates must fall about the same time water users get their crop income. If the contract is with an organization, it can require the group to collect assessments before the group’s payments to the United States, with the timing agreed in the contract. The Secretary can delay construction charges to avoid unfair stacking of payments.
