Water-right applicants, entrymen, and landowners on a reclamation project must pay an operation and maintenance (O&M) charge when water is available to irrigate their land. Charges come from the project's total O&M cost or each unit's O&M cost and are billed for each acre-foot delivered. Each irrigable acre must pay at least the one-acre-foot minimum. If season collections exceed costs, the extra lowers next season's charge; if they fall short, the shortfall is added to next season's charge.
