When two-thirds of a project's irrigable land is under water-right contracts with the United States, the project must be turned over to a legally organized water‑users' association or an irrigation district before it can get certain federal benefits under this title. That association or district must take over the care, operation, and maintenance of all or part of the project and must follow rules the Secretary sets. After the transfer, the United States will deal directly with that association or district. When the water users take control, that year's operation and maintenance charges must be put into the project's construction account and repaid as part of the construction repayments.
