Money may be appropriated for fiscal year 1979 and later years as needed. In addition, extra amounts are allowed on specific dates: not to exceed $650,000,000 (October 1, 1983 price levels) effective October 1, 1983; $95,000,000 (October 1, 2000 price levels) effective October 1, 2000; $32,000,000 (October 1, 2001 price levels) effective October 1, 2001; $540,000,000 (October 1, 2003 price levels) effective October 1, 2003; and $1,100,000,000 (October 1, 2003 price levels) effective October 1, 2015. These amounts can be adjusted up or down for normal changes in construction costs using engineering cost indexes. Funds remain available until spent if the appropriations act says so. No more than $20,000,000 (October 1, 2003 price levels), adjusted for cost changes, may be obligated for actual construction to modify an existing dam until 30 calendar days have passed after the Secretary of the Interior sends a report about that dam to the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources. That report must say the Secretary finds safety modifications are needed and include a technical report on the need, the fix recommended, alternatives considered, estimated cost, and any environmental impacts. For modification spending between $1,800,000 and $20,000,000 (October 1, 2015 price levels), the Secretary must give written notice to those same committees at least 30 days before the funds are spent, with a project summary, the cost, and alternatives considered.
