Hire enough skilled surveyors as deputies, give them oaths when they start, make rules to guide their work (as long as those rules follow the law and Bureau of Land Management instructions), and remove any who are negligent or guilty of misconduct. Make surveys, measurements, and markers for all base and meridian lines and any correction parallels or meridians required by law or BLM instructions on public lands where Indian title has been or may be extinguished. Also survey private land claims confirmed by Congress when needed to finish the public land surveys. Send the maps and plats for each land district to the land office officers the Secretary names and send them copies. When possible, inspect field surveying to be sure the work matches the contract; pay the actual necessary expenses for these inspections. If the Secretary or his officer cannot inspect in person, he may appoint a confidential agent to examine the work; that agent’s expenses and $5 a day in the field will be paid, but the inspection should not last more than 30 days or longer than necessary. If the Secretary, his officer, or a regular salaried employee does the special inspection, they get only their necessary expenses in addition to their regular pay.
