The Secretary of the Interior can lease extra power or power rights from Reclamation irrigation projects when power is needed or can be developed. Leases may last up to 10 years, should give priority to city uses, and the money must go into the reclamation fund and be credited to the project that provided the power. Leases must not reduce the irrigation project’s efficiency. For the Rio Grande project in Texas and New Mexico, the Secretary may lease for up to 50 years if the local water‑users’ association(s) approve and are organized under rules the Secretary sets.
