The Secretary of the Interior may, under agreed terms, work with irrigation districts, water users, corporations, or settlers to build or use reservoirs, canals, or ditches to store and move irrigation water. Title and management are governed by section 498. No landowner may get water for more than 160 acres; sections 523–525 do not expand U.S. control of any State’s stream waters.
