When all building and betterment charges owed to the United States or whoever now runs the project are paid in full, the United States or that successor must, if asked, give a certificate saying those charges are fully paid. That certificate says the legal claim (lien) on the land is satisfied and no longer applies, except for the lien for annual charges for operation and maintenance.
