The Secretary of the Interior can plan, build, operate, and maintain basic outdoor recreation facilities at Sanford Reservoir in the Canadian River project. The Secretary can acquire nearby land needed now or later for public recreation and provide for public use of project lands, facilities, and water in ways that fit the project's other purposes. This does not allow assigning to recreation any water, reservoir space, or joint project costs of the Canadian River project, and it does not change the priority for municipal use of Sanford Reservoir water or capacity. The Secretary may make agreements with, or lease, transfer, convey, or exchange lands or facilities to federal, state, or local bodies for operation, maintenance, or further development. Costs for basic recreation facilities are nonreimbursable. The Secretary must consider the fish and wildlife plan approved by the President on December 19, 1962 (sections 600b and 600c).
