The subchapter can be used right away to prepare charges and to make contracts, but those charges and contracts do not become valid until the whole subchapter is in effect for all purposes. The subchapter will become fully effective only when the Secretary finds two things: that the current lease of the Hoover Power Plant has been dealt with and it can be run under section 618h, and that the allottees who, under contracts in effect on July 19, 1940, were required to pay at least 90% of the firm energy have signed contracts agreeing to the operation and any other terms the Secretary requires. The 90% is measured at the end of the absorption periods from regulations in effect on July 19, 1940. If those contracts are not made before June 1, 1941, the subchapter stops and has no force.
