Defines key words used in this part. Project Act means the Boulder Canyon Project Act (43 U.S.C. 617 et seq.). Project means the works the Act lets the United States build and own, but not the main canal now called the All‑American Canal. Secretary means the U.S. Secretary of the Interior. Firm energy and allottees have the meanings given in rules the Secretary made before July 19, 1940 and that were in effect on that date. Replacements are repairs or parts needed to keep the project working starting June 1, 1937, but not those caused by acts of God, the public enemy, or major disasters unless labeled “emergency” or “however necessitated.” Year of operation means June 1 through May 31.
