Run the hydroelectric plants and transmission lines with other federal powerplants so they make as much sellable power and energy as practical and sell it at firm rates. The Secretary must not interfere with the Colorado River Compact, the Upper Colorado River Basin Compact, the Boulder Canyon Project Act and its Adjustment Act, or any lawful contracts under them. Under the Colorado River Compact, using stored water for power at the Colorado River storage project cannot stop or reduce water taken for homes or farms under state law.
