Gives canal, ditch, irrigation, or drainage companies or districts that are legally formed under state law the right to cross U.S. public lands and reservations if they file proof of their formation with the Secretary of the Interior. The right covers the land under reservoirs, canals, and laterals, plus 50 feet on each side of those margins, and the Secretary can allow more land if needed for proper operation and upkeep after a satisfactory request. They may also take earth, rock, and other materials from nearby public lands to build the works. The right must not block the Government’s use of any reservation, and location maps need approval from the federal department in charge of that reservation. This does not change how states control water for irrigation or other uses.
