Publishing a hearing notice in the Federal Register counts as giving that notice to everyone living in the United States and the District of Columbia, unless the law says publication alone is not enough. For the notice to count, the time from publication to the hearing date or to the end of the chance to be heard must either be at least as long as the period set by the Act of Congress, or, if the Act sets no time, at least fifteen days. A shorter time can still work if that shorter period is reasonable.
