Creates an eleven-member committee. Five members are the officials who hold certain jobs: the Secretary of the Senate, the Clerk of the House, the Archivist of the United States, the Senate Historian, and the House Historian. Six other members are chosen one each by the Speaker, the House Minority Leader, the Senate Majority Leader, the Senate Minority Leader, the Secretary of the Senate, and the Clerk of the House. Those six appointees must know about U.S. history, archives, publishing, library work, or using legislative records. Appointed members serve two-year terms and can be reappointed. The five officials serve only while they hold their offices. Initial appointments began January 1, 1991, and vacancies are filled the same way they were first made. The Secretary of the Senate was chair for the two years starting January 1, 1991, and the Clerk of the House was chair starting January 1, 1993; after that they take turns as chair every two years. The committee must meet no later than 30 days after the 102nd Congress first session starts, then at least twice a year or when a majority asks. Seven members make a quorum, but fewer can hold hearings.
