Federal agency heads are allowed to assign their staff to help the Committee when the Committee asks. The agency won’t be paid back for those employees, and the workers keep their government job, pay status, and benefits while they serve. The Archivist may hire experts and consultants under the rules in 5 U.S.C. 3109, but each person’s pay cannot be more than the daily amount that equals the minimum annual basic pay for GS‑16 under section 5332.
