The subchapter, section 11331 of title 40, and section 20 of the National Institute of Standards and Technology Act (15 U.S.C. 278g–3) do not change the power of the President, the Office of Management and Budget or its Director, the National Institute of Standards and Technology, or any agency head to use or share information. That includes rules about protecting personal privacy (5 U.S.C. 552a), making records public (5 U.S.C. 552), managing and disposing of records (chapters 22, 29, 31, or 33 of title 44), managing information resources (subchapter I of chapter 35 of this title), and sharing information with Congress or the Comptroller General of the United States.
